Carter attended the Fourth Officers Training Camp and received his commission from Camp Gordon in July 1918. Was assigned to the Fourth Replacement Regiment at that camp and remained with them until January 1919 when he was discharged.

Postwar Life

The 1919 VPI War Bugle reports that Carter had returned to the "quiet and simple" managing a dairy farm near Ocean, View, Virginia.
